PRC Programme

Cherry Brook Close, Before and AfterAt its inception in 1994, Marches inherited a total of 177 defective Pre Cast Reinforced Concrete (PRC) homes from Leominster District Council, a mixture of REEMA, Airey and Cornish designs. The Association's Business plan allowed for the replacement of refurbishment of these homes with a budget of around £9.1M.

Preparatory work on the Programme began in earnest in 1995, together with our Consultants on the Programme, the Wilkinson Hindle Halsall Lloyd Partnership. Guiding principles of the Programme were to allow existing tenants a say in the design of their new homes and choices for the features to be incorporated, together with minimising the inevitable disruption to tenants' lives. Tenants' meetings were conducted on most estates to consult widely on the proposed changes and how best to undertake them.

The first scheme in the Programme, at Wigmore Street, Leominster, Phase I - to replace 6 houses - went on site in 1996.

  • Hengrave Green Ivington
  • Humber Close Steensbridge
  • Cherrybrook Close Hope-under-Dinmore
  • Orchard Close Bishopstone
  • Brookside Canon Pyon
  • Cuckoo Pen Kings Pyon
  • The Grove Shobdon

The last scheme in the Programme at The Grove, Shobdon (Phase IV) replaced 2 houses which were completed in March 2005. Originally scheduled to be completed in 2001/02, the Programme has stretched out, mostly due to its complexity.

The Grove, ShobdonNow has delivered:

  • 149 new replacement homes
  • 19 rehabilitated homes
  • 21 separate schemes/building contracts via 5 different contractors
  • 11 estates remodelled
  • Homes transformed from having SAP ratings between 10 and 25, to ones having ratings from 60 (a rehab) to 87 (a new build)

From surveys conducted of tenants in their new homes, satisfaction is very good, especially regarding comfort levels and the (low) costs of heating them.
